Crypto Brief: Coinbase Exec ‘Relentlessly Optimistic’ on CLARITY Act Odds

According to recent market coverage, coinbase Head of Institutional Strategy John D’Agostino says he remains “relentlessly optimistic” the CLARITY Act passes, even as Wall Street odds-makers put the bill’s chances well below 50%.

D’Agostino, Coinbase’s Head of Institutional Strategy, told reporters he is confident the Digital Asset trading market Clarity Act, or CLARITY Act, will ultimately pass the Senate.

His reasoning leans on recent precedent rather than current headlines.

He added: The reason I’m relentlessly optimistic is I think we’ve seen this before.

So genius, everybody remembers genius passing flawlessly, but it was argued until the very, very last minute and it was up in the air.

D’Agostino was referring to the GENIUS Act, the stablecoin law signed in July 2025 after a similarly chaotic run-up to its final vote.

His argument is that CLARITY Act negotiations look messy now for the same reason the GENIUS Act did in its final days, not because the bill is in real danger.

The CLARITY Act itself would create the first federal trading market-structure rulebook for digital assets, splitting oversight between the SEC and the CFTC depending on how a token is classified.
